Why are they not allowed console access?

It's just unnecessary. The vast majority of Blockland users barely know what the console is and there's no expectation or need to use it in order to host a working server. It just presents me with more issues to overcome when someone decides to screw around with it and break things. If people need to use the console, they should find someone else to host for them.

Would it be allowed to use the user's private files?

Nope, that's essentially the same thing as full console access given that no private add-ons get screened. I may re-consider at some point but for now this makes it easy to have a reliable setup that nobody can screw with.

Ah I thought private add-ons had to get checked too.
