Those are planned for a later version of the IM system due to some technical issues that would need to be overcome.

Can we access the IM from the RTB site?

No, RTB will have an in-game IM client and alternatively you can access the RTB IM system from outside of Blockland using a program like Pidgin or Psi (there will be a form you have to fill out in order to set a password for your IM account for external access).
