"People who can send me an invite" includes "Nobody at all", so I'm not sure.

That would be the case. Radio buttons don't fit very nicely into the style. They still work like radio buttons however.

I'd like to be able to use the feature for seeing peoples' servers/information/whatever without being open to receiving messages.

Then ideally you'd use the "Status: Offline" feature. It'd be weird if people could see you on their friend list but be told they weren't allowed to message you.
Space Guy:
When I'm using Steam, going "offline" won't let me actually look at the list of servers people are in/etc. but when I'm online people can message me at any random time which gets annoying if it pops up in the middle of a game.
