Is it possible to Host a Regular and Dedicated Server at the Same Time,

Right.
Here's a better way:
Make two separate copies of Blockland, and put desired things in each.
In the first one, set port to 28000 (default)
Port forward for 28000 - 28032 (That's right. Not 28030.)
In the second one, set port to 28100 (100 higher, for simplicity)
Port forward for 28100 - 28132
I say 32 because then you can host 32 player servers.

Oh okay.
And when you mean copy do you litterely mean copy my blockland or open up two blocklands?
