Tank Turret Vehicle

I've seen this multiple places and, I know this is probably going to get flamed for whatever reason but, how do you make just a tank turret? Does it have to do with console commands, and the turret's ID or whatever?

uhhh i think this waht your saying a vehical that is just the tank turret if so you use pandan's tanqulizer and shoot the tank
