The irc network we use is made up of multiple servers around the world banding together (leela.cc.net, bender.cc.net, zoidberg.cc.net etc.) and you connect to the server nearest to you. So if that goes down, everyone else can still use irc but you won't be able to. The network we use has been having some trouble recently so give it a few days and it should be good again.
