Ok, so here's the scoop.
Next update will most likely include a condition where if you're wanted, you can only progress in your current job category.  So criminals can only move up in the world and cannot switch job categories or move to a lower just like civilian.  This pretty much ensures that wanted people can't switch jobs to escape being jailed.

Any ideas on a better way to handle this will be listened to, but not necessarily implemented.

I can't think of any better way, though maybe make it so that only people in the jobs that do not require a clean record can advance further, that way police officers and other jobs can't keep going up in rank if they are wanted.

Well that's always been there and will still function after the new condition is added.  It's not a chain of if-else statements, just a length of if statements that return to exit from the command code if the condition is met.

some of these are now complete, i'll send you the updated files for the assassination fixes. i can probably fix ammo terminals quite easily tonight. Also thanks for all the coding help and with being a great admin in general. edit: i can just throw the command flood check in the damage function, as long as 1 second isn't too long, although i might be able to use fractions of seconds
