I think it should be completely okay for cops to ghostjail, no matter what. As the cops are just waiting for the player to be able to see and kill again.

That's not what I asked.
The current ghostjailing rule is there so people will get punished for it, and even if the cops are sitting there waiting, the player still has a small chance of escape.  Otherwise it's just unfair, since the player likely has no idea where the forget they are, and then they also can't see player objects. 

So even if a cop is sitting there waiting, the player can pretend they're ghosting a little bit longer to get the jump and run off.
And really, think about how much people hate chat killing/jailing (like me :u).  If we removed the ghostjailing rule, the complaints and flamewars would be endless.

The most recent update has the district attorney placing bounties on wanteds more often, so it might not be worth your time as long as there are enough wanted people.
I think it's currently a 1/8 chance, so if there's 8 crims, theoretically there should be one bounty per tick. Worst case scenario with only one crim places a bounty every 8 ticks.  I don't think it can place more than one per tick, though.
Now that I think about it, I might want to tweak that a little bit more.

Having the DA place a bounty every tick actually isn't too unreasonable, and this way assassins and stuff will always have something to do when there are wanted players.
