Because it's nice and it makes sense from a role player's perspective.

And how was it useless? You couldn't even blow the jail open with explosives and it was litterally impossible to escape.

There was a secret way of escaping. You flushed the toilet that made a wall brick un-colliding.

Like I said before, I designed the police station to be lovey, not escapable.
