Why not enlist some good scripters that you know would do it such as Space Guy?

Well there is a temporary mine right now as I can see. I thought that hammers give demerits when you hit people with it. As for the giant cube brick in the center of the city, why not use /clearghostbricks? Or do you not have it?

Oh, we un-banned everyone. Diggy's bans are cleared. Everyone now have a clean slate, even Kal and Iban.
