A great point there! Being a "Vigilante" should be illegal. The killing of a criminal should rest in the hands of the Police Force! Even then, the criminal might be wanted alive... Hmm?

You have committed a crime: Vigilantism -- The people are meant to watch, and witness!

And for the Assassins? Well, that could be a criminal job designated to killing other criminals or high authority. They don't get any slack here. Or they shouldn't.
I say, if the players want this game to be filled with crime, they won't be having a very fun time! Will they now...? And the innocent shall get fair trial! Of course, these are IDEAS. I don't know how it'll work out, but these are good ways to enhance the player's experience, and incorporate more reality into the system. Hopefully it'll be fixed in the future! Perhaps I might even work that out with my city rp!

Thing is, there were rules about jailbaiting and what happened to you.  I usually cleared the victim's record so they could get their old job back and banned the culprit for a variant amount of time, depending on how often they did it.

The idea of fair trial is stupid.  Do you know how much of a pain in the ass that would be?  You couldn't trust players with a role as judge, so it would be up to admins, and we really don't have time for that.  However, we do have time to simply correct the damage after it has been done or prevent it with the rules, but fair trial takes too long.

Also, being a Vigilante technically is illegal.  Of course, it might be a good idea to require a dirty record for vigilante, but we had problems with the job's abilities that made it a bit imbalanced.  But if you think about it, if you're a vigilante/assassin who does their job, chances are you'll be wanted, even if you killed to help players out.

Take my assassin's guild, members were given high-value targets based on those targets' involvement in gangs, or on those targets' involvement with the law.  Carrot aside, my guild members would take out people who were known criminals, even if they weren't wanted at the time.  We would also rescue people who were being mugged or assaulted, even if the attacker wasn't wanted yet.  That's kind of the point of being a vigilante, to help citizens even if it technically isn't legal.  Thus the point of me making the guild, to reinforce that aspect of the role play.  For example, they don't just let law-abiding cops be batman, it's up to us vigilantes and assassins.

on that note, I would suggest only high level criminals and vigilantes/assassins have the grapple rope.

The g-rope isn't really a theme-based thing, though.  It's pretty much for people to get around fast and scale buildings.  But the only jobs that spawn with it are top criminal jobs and the mercenary line, so it kind of already fits that criterion of villains/heroes.
