I'm having an extreme facepalm right now.

He won't be hacked because there are lots of 192.168.1.2s in the world probably.
Hell my desktop's IP is 192.168.1.5 and my laptop's is 192.168.1.4.
Anyways, I too have FiOs (and loving it), and I figured out how to port forward on it.
The default router login should be the username of 'admin' and the password should be 'password1'. Every time you type a letter in it it adds like two more letters to defer browser's ability to remember the password.
Step 0: Go to your Port Forwarding page. Log in to your router at 192.168.1.1, click Firewall Settings, and click Port Forwarding on the left side.

28000-28030 will allow you to host 30 players. If you want to have 32 players, set it to 28000-28032.

There is no way to "hack" via an internal ip unless you can either plug into that persons network or get in their wirless range (which has the pre-requiset of knowing where they live).
