No it's not. Your neighbor is wrong. Limewire itself is legal, but many of the things you can download from it are not.

Then I guess I've busted the law many times. My parents use it all the time, and when my parents talk to someone who knows his technology/computers they just treat it like a normal program, they didn't report my parents at all.
