Fo3 Plasma rifle

Can someone make a plasma rifle that shoots like the one in fallout 3, I don't care if its a exact replica of the model.

Should have a green plasma ball projectile with a 3 second delay.

And if you could get it similar to this that would be nice

good god thats the second most handicapped thing I've heard.

Ontopic: Post a picture of it and some better info, such as clip size.
