I actually have no idea what bill you're talking about, but since you seem to know all about this bill, you should know the bill number or name and be able to find it quickly. The bill number will begin with HR or S, but you already knew that. Here is a search link, you just type the bill number or name right it and it gives you the text of the bill.

For example, typing in S. 1047 will bring up the SAFE Internet Act with a summary telling you that Senator Robert Menéndez [D-NJ] introduced the bill on May 14, 2009 that gives the Bureau of Justice Assistance the right to grant money to organizations teaching Internet safety and that it's currently been referred to the Senate Judiciary Committee. Of course this is just an example and obviously not the bill you are talking about.
I'd be very interested in seeing this bill so that I can send my objections to my representative. At the moment it just sounds like hearsay.

This goes towards "Controlling the Media" now supposed if a real national emergency happened. Such as mass genocide and The government shut down the internet, thus they would be shutting down the people's voice of America to reach out into the world. And all this could be happening while everyone else in the world is unknown to the fact.
