Or, just restart it using task manager, go to processes, not windows and look for steam, close it, if that doesn't work, go ahead and restart.
You get to keep all of your games and you have to re-download mods and demos though.
You can delete it by going back to the website and installing it again, it will ask to uninstall.

Start -> Control Panel -> Classic View: Programs and Features OR Control Panel Home: Uninstall a program -> Steam -> Uninstall

And yes, I switched to classic view.

Just go into the control panel and look for something pertaining to uninstalling programs.

I would have said to try to uninstall the game, but then I realised that you can't do that, because you can't even get in.  If regulith's advice doesn't work (which it probably will) I would suggest a defrag.

Yeah, Except for some reason, Blockland and some pre-loaded games are there.
