No, I said use task manager to delete it with processes, learn to read.

Or, just restart it using task manager, go to processes, not windows and look for steam.exe, close it, if that doesn't work, go ahead and restart.

Start -> Control Panel -> Classic View: Programs and Features OR Control Panel Home: Uninstall a program -> Steam -> Uninstall
