I bought a PC game from Target just last night and...

Yes. This is presumably implemented because you can taint the merchandise or play it and just return it.

Well after I bought the loving piece of stuff, it sucks. The camera movement messes up my fighting. I've been playing for at least 3 hours and haven't even found the way out of the FIRST LEVEL! IT SUCKS!

Because many games have the product keys in the inside of the box, if you've opened the box then you've had the chance to take a legitimate product key, then return the game and sell the key for a profit. Of course they're not going to let you take it back.
