The first amendment says that the state shall not endorse any religion. Abstinence has no bonus for teens, as most don't use condoms if they do break their pledge. State endorsement of religion = illegal.

Abstinence is not a religion and there are nonreligious reasons for why schools might teach it. Also a lot of things have no bonus for teens.

Abstinence is a concept that comes out of religion. Banning gay marriage is a concept from religion, but is it a religion?

They did rounds through the dorms tonight giving out condom-mints.  Just a condom and a peppermint patty.  My roommate thought they were handing out ketchup and mustard packets.
