Partnership adds some new customization for your channel, but in return, you have to have ads next to your videos, and you get paid like a few cents for every (x) number of views while the rest of the revenue goes to YouTube, but you need to have a Google AdSense account and I think that costs (at least, those are the details I remember).
I think YouTube's making silly campaigns just to get paid more money off of your videos. Just as a side note: I don't know why they'd be offering this to people that don't have completely original content since copyrighted or content not made completely by you isn't allowed on partner channels. They're offering me loving partnership for sprite movies.
