I'm pretty sure it's impossible to click something such as a planted item and have it do something.

Have it as a vehicle
Have it as a projectile
Have it as a weapon

Have it as a weapon, kinda like that old Landmine. You use it and it plants. Then it is activated. For the EMP Bomb, make it like the grenade. you can throw it and it explodes in a 12x 12x 12x Explosion.
