I need help with "Locked" files on Win7

I need help with the files on win7 th at have a lock icon in the corner, and can't be viewed in Windows Explorer. Is there a way I can remove the lock, or view them in WinExplorer?

It blocks one user on a computer from being able to access other users' files. It's a very useful feature. But you need administrator rights, and more than likely, turn off UAC.
