Song name/Band name problem

So, I was searching through my old self burned audio CDs and found two with a nintendo cover on the CD and both were pretty scratched. I found two songs on the CDs without any name. The quality is bullstuff but I hope some of you guys can figure which Bands and Songs they are:

The only thing I can understand is "21" the rest is gibberish to me due the stuffty quality.
