No, you can't anti alias things that you made in ms paint. The decal sucks anyways. I would go over to http://www.getpaint.net or http://www.inkscape.com/ and get one of those (they are both free), they have pretty good anti-aliasing abilities.

You can anti-alias in MS Paint, but you have to do it manually, and even then it must be completely opaque.
