What if hosts could do it without permission? This'd be useful for getting noobs gone.
If hosts did it, it'd be a choice control JUST the noob, or swap control

I suggest:
Don't let the shift key take you out of spy mode. When you want to make a capital letter while spying it removes you from spy mode.
