I attempted something like this, it uses the offset of the area to calculate a static time that will be adjusted when you refresh the page
It says "Local time" if you click on a point.
If you meant at the bottom, I believe I can do this, I just have to steal borrow someone's code.

The map is now also updated every two minutes, and an IP's location is stored forever for later use.
This means updates only take 10 seconds

I have yet to work on selective displaying a province/state.
