How do I make .ogg files?

Yes, this is in the right section. It isnt for Blockland. Im not planning to make music files for Blockland
Im using FPS Creator and it only takes .ogg files. I need to know how to make .ogg files to use it in FPS Creator

If you have your sound file allready (And it's not a Windows Audio File) you can open it in Audacity and then convert it to a .ogg file.

Have you tried searching for the song (I'm guessing it's a song) in a .mp3 format?
Audacity can open .mp3's luckily.
Or you could google search for a convertor between Windows Audio Files and MP3's and then use Audacity.
I say that because I don't know of a convertor for Windows to .ogg
