Is it possible to make a vehicle that you can build on?

I had an idea about either a brick that is like a set of wheels that you can build on and get in or a vehicle that you can build on and get in. Is this possible?

But I lost it so I don't remember what they are doing about it.
Buildable vehicles would be fun and awsome. Then there would be car pictures posted to the Gallery ALL time.
