why does it always takes so long time to download on online playing

No, the only thing that does is makes it so you don't download things from the server. Yes, it'll make the load quicker, but you won't get the full experience.

No, that's a dumb idea. People make models and explosions and sounds and stuff for a reason. Music I can understand, because it takes the longest of all and it's not necessary to gameplay.
