This seems like a very nice idea.
I'm sure this isn't exactly what you're talking about, but it'd be cool if it was a cloud of poisonous gas in the form of a 1-shot bomb (or in the form of a bomb launcher with a very long reload) that covered an area of 32x32x16. That'd prevent it from being too overpowered, and it would still serve as a very nice area of effect weapon, able to be launched from a plane.

seems too spectacular and firey for such a lame weapon, at least for what you want to use it for
actually it sounds like a fire-based flak-cannon
