The sit on you and slows you down bug could certainly possible.
Slow-down bug is near player.
Slow-down bug attacks player.
Slow-down bug bot respawn, mount slow-down bug image to player and change datablock player to a datablock with a certain speed.
This is how i think it could work in simple words.
However, i did not yet cover the shoot-it-off section of it. D:

exactly, but changing the data block would cause problems:
Player is scorpion
Slow-down-bug hops on Scorpion.
The slower playertype uses the normal minifig model, making the scorpion turn into a minifig. D:
There has to be a way to change the speed of player without changing the actual playertype.
