How do I make a new clan

I was wondering about how to make a new clan. Do I just post it on clan discusions, or do I have to do something else? Please, no jokes.

You have to be a member for a long time, be well known amongst the community, be nice, spell correctly, have good grammar, have a well formatted clan topic in Clan Discussion and that's basically what i know about starting a clan, there's a couple of more stuff to learn, but i'm not entirely sure
