Did anyone happen to notice the red car that hits the driver's door after the initial crash is driving completely on the wrong side of the road?

I also noticed when the civilian pulled up right after the accident, their are no cars behind him, but when he steps out of the car their is suddenly 5 miles of traffic behind him.

They didn't die until the second car hit them, and it looked like he had enough room to brake before that. In some of the shots you can see him like 30+ feet away.

I think the driver of the red car must've been texting too, because they showed up a good 15 seconds after the accident and didn't even try to stop.
