Bring back the mini nuke!

I think the mini nuke is an awsome weapon but i cant get because its gone now. who ever made it should bring it back. or if someone could tell me how to make and modify stuff ill gladly re-new it. please bring back or post how to make and modify stuff, if theres a program needed to do it please tell me how to get it.
