Why cant i hurt people during minigames?

hi guys, i have a problem. When i use any weapon like guns akimbo or assault rifle, if doesnt kill or harm anybody. the only weapons that work is the 880 rifle and the m2 flamethrower. the projectiles that work are the airstrike and artilly beacon. i can kill bots, but not other people. this is for only my server. it is a deathmatch. PLEASE HELP!!!

do you have zombie mod? if you do go to basics then turn on friendly fire

i mean i want to hurt other pple. not zombie killing. i dont have prob with that. the problem is that i cant hurt or kill other people and my weapons wont kill them
