What confused me is that Psyduck/Golduck aren't Psychic types. They can learn psychic moves, but they're not the psychic type.

That would be correct. It's specifically specified in just about every pokedex entry that Psyduck has an uncanny psychic ability that is only unleashed when it has a massive headache. That's why it holds it's head all the time because it's always suffering from some form of headache.

Why else would they name it Psyduck if it didn't have latent psychic abilities?
