No Personal Messaging Mod?

I think it was part of IGSO and then it was ripped and released.

As requested, here is a Personal Messaging script:
Script_PersonalMessaging
To use (default configuration):
!<USERNAME> <MESSAGE>
Specific options can be changed at the top of the server.cs file within the Add-On.
