Do you mean overrated by being M and not T? it does have the "F" word at the end and the "Sh" word is said commenly

No, he means the hype was more than necessary, basically.
It wasn't as good as everybody thought it'd be.
And stuff isn't really that bad, honestly. forget is fairly bad, but not so much that it'd be rated M. M is for the war and blood and stuff.
