Did you do EVERY STEP on port forwarding? Even if you did, do it again anyway. You probably just made a little error somewhere or skipped a step.

Alright, this is what you need to do: get a picture of the settings on your router's page (the place where you forwarded the actual ports), a picture of when you type ipconfig in your cmd prompt, and a picture of your static IP settings.

I'm pretty sure that's what his problem is. That's what mine was and I had similar problems. I gave him probably the easiest static IP setter ever, and he is still doesn't know how to do it.
