Grapple Tool of some sort (sort of like Hoot Shot)

hey guys, i was at  a server and they had a Hook Shot, which basically is a tool that makes it where whereever you shoot, you sort of just get pulled to that place. I searched Hook SHot, and it said it was RTB2. can anyone make it or give me a link? thx
