I have problems with overpopulation on arctic survival mode.

thats really odd. are you sure that your not playing on a map that has lightning?

I keep reaching Lieutenant but I guess because I didnt buy it, it resets me back to Ensign when I leave the mission

It's because you abort the mission.  You lose all exp from that mission when you abort.

Btw: I am a lieutenant colonel now >:D

It doesnt matter. aborting makes you lose ALL exp that you may have gained in that world or mission or whatever.

When I became Ensign I aborted the world and I was still Ensign?
