How do I use add ons such as the map flooding one?

What do I do once I make a minigame to turn it on or something?
Also it says its a client side mod or something.
The first step it says on the RTB site is
1.Open the GUI

and the rest I think I could understand if I figure out where or how I open the GUI.

To open the GUI: Bind a key to it in the "Controls" tab on the Options menu.

You also need to have the server mod for it, not just the client-side mod. (I think it's under Server Mods.)
