Pretty simple really...
Hostage rescue:
Swat officers have a time limit of which to gain control of the hostage. The terrorists must stop this by killing the SWAT however as SWAT is a life saving organization there main goal is to keep as many people alive, Unless required to shoot. The terrorists are not able to kill the Hostage before the time limit as this will lose there supposed ransom.
Counter-Terroist Mode:
Is a simple match in which SWAT must safely secure all terrorists (Suspects) and civilians. As I said above shooting is a last resort when a SWAT officer so therefore must use correct tactics.

Most of the civilians or hostages can be bots. However a timelimit is necessary.

You are going to need a less than lethal weapon that shoots bean bags. I suggest a shot gun of some sort and for the bean bag impact to cause the victim to tumble (like the ski's).
Also could the be some sort or M4 weapon with SOPMOD, and other features.
One last thing.
In game name: Mr. Bill
Skill: Building, eventing, very little modelling and scripting experience.
Experience: Started playing Blockland in v8, bought it in v10 and had it ever since.
