Server Joining Problem and a Question Starrting A Server

I don't know whats wrong. Nearly every server I try to join it wont let me in! It just says: Sending Punch Packet... a whole bunch of times. Can someone tell me what's wrong? Oh, my servers still wont work even after v14 is out, but i was reading something about "pinging" them so that they work? Can someone tell me how to do that?
