i think you're missing the point of the sniper rifle
the idea is to have a gun that's SO FAR REACHING you can reliably and easily take down major targets at a significant enough range
the trick is that if you miss, due to the tracer, you will most likely be noticed and suddenly have to haul ass because it's too unwieldly to use with any efficiency or competence once they're close enough and shooting at you

Not to mention that is ONLY a one hit kill if both the raycast and the tracer hit your target in the head.

Use the Gun and Guns Akimbo instead of the Pistol/Dual Pistols. The Gun does more damage but fires slower, and fires a normal projectile.

250 units (500 bricks!) is not a good distance. The fastest "normal" projectile takes two seconds to get there so can be dodged. Hitscan guns will be the only reliable things to hit with. Build a smaller arena.
If you don't like what's happening, make your own server with whatever balance you like. If others agree that it's better then they'll stay there.
Personally, I think that a decently made small map is much preferable to point-and-click sniper wars across mountains, but even that is better than a neverending stalemate where nobody can hit the other with slow projectiles unless you spend five minutes walking. If anyone gets there it's still pointless as the attacker has one life and the defending team has infinite fast respawns.
