You couldn't win any other way, 'cause you can't hit stuff if your gun doesn't hitscan.

If it's good it'll slow down the user to 30% running speed, have one shot, and take 8 to 12 seconds to reload. That's what it takes to balance an insta-hit gun when you pit it against weapons that don't hitscan, raycast, or whatever.
