It does
Search the console command list to enable it ingame; I think load-addon mod was failed.
Also you ought to get TF2 melee, Crit emotes, Gun and kill off those ugly unknown wierd guns with iron sights and glitchy reloading

Save the server.cs to desktop, then replace it in the zip.
Saving directly inside the zip sometimes doesn't actually save the .cs.
