There already is a script maker.
It's called notepad.
There's another one called notepad++.
No, it's not supposed to be easy.
It's a scripting language based similar to some coding languages.

I bet plenty of us here could make an application that reads a line in a file and changes it to suit whatever parameter someone wants, although if someone did do that successfully, we'd get a lot more junky addons that would be fairly consistent.
Eh, perhaps I'll make a program that changes stuff for a modded gun, I need to fill up my independent study :)
