You can't change just a single player's view like that. The best you could probably get is a .880 Rifle edit that highlights people when you aim over them but any kind of lag at all would put it off so it sometimes doesn't work.

Wow, way to be complete starfishs. It was a mere suggestion. Muzzles is right, any of you who have ever done any TF2 related thing on Blockland are loving hypocrites. Why don't you just go play TF2 instead?
