Vehichle Respawn

How can you make it so when a vehicle spawn is clicked, if there is nobody in the vehicle, it respawns the vehicle? Like in KINEX'S (now Wizzard's) DOGFIGHT SERVER.

Also, another question. How do I make there be more than 5 physics vehicles on my server using RTB?
